Good, small class in the works for 2022, #2 ACC average recruit rating for 2021, #2 overall ACC class in 2020. Definitely trending more towards top half of the conference than bottom half even after Howell is gone.

A few good teams does completely change the perception of a conference. Look at how different the ACC was looked at last season just by having ND in the picture. It wasn't talked about on the same level as the SEC, but the hate on the ACC was much less than the few years prior.
Remember that Clemson actually got a lot of credit for their schedule in 2015 with ranked wins over ND, FSU, and UNC which helped Clemson land the #1 ranking in the CFP. The following year Clemson was able to overcome a loss to Pitt and near loss to NC State largely to ranked wins over Louisville, FSU, and VT. Then in 2016 Clemson was once again the #1 seed in the CFP even with 1 loss due to ranked wins over Auburn, Louisville, VT, NC State, South Carolina, and Miami.
I think that supports your point in terms of the way the conference can look based on performance. In fact, if the playoff expands to 12 teams then Clemson shouldn't have a problem getting in most years even if the ACC doesn't improve.
I think though there's a difference in the status of the ACC on the field vs. the status of the ACC in terms of television contracts. It certainly doesn't hurt things in television negotiations if you have more competitive teams, but outside of Clemson, FSU, and maybe VT the ACC doesn't have nearly as large of a fan following in football compared to many of the SEC teams and that gap will only grow with Texas and Oklahoma. There's only so many fans that schools like Wake, Duke, Syracuse, etc... are going to bring to the table in terms of television viewership. Even in the case of VT, they have passionate fans, but it's still on a smaller scale compared to some of the larger programs.

I think so!
Herbstreit and others still remember "The U"!
FSU won the National Title in 2013 beating a SEC Giant in the process!
Adding ND would help as well if those other two schools were consistent winners.
I would go with a school like Pitt or Nancy State being top 25 being able to bolster the conference. But, those schools have struggled with consistency.

I've been saying this for a while now. If Miami, FSU and VT could get back to where they once were as football programs the ACC would be viewed much differently.
