3. How many conduits wide?
4. How many conduits high?
5. What TYPE of conduit?
6. What are the size of the conduits, in inches?
7. what are the spacing of the conduits, in inches?
8. What are the units of spacing? (i.e. between conduits or center line?
9. What is the length of the duct bank? (scratch that, fear thumb, its 300')
10. What type of fill is going around the conduit?
11. Whats the minimum concrete coverage on top of the conduit?
12. Whats the minimum concrete coverage on bottom of the conduit?
13. Whats the minimum concrete coverage on the left of the conduit?
14. Whats the minimum concrete coverage on the right of the conduit?

It is always hard to determine what a contractor is concerned about and how that effects their pricing. But given your brief description, the price for the work seems high. Hopefully the contract you have will allow you to review and discuss.
Where is the job located? The ARCO I am familiar with is in Savannah, GA.

Architects can only take a guess at utility location. They also rarely get it right. Before bidding on a job, call the utility company and see how they will serve you. It takes me 10 min to determine the actual requirements and locations so you can give an accurate bid.
