Why he won't use them - He's finding out now how dependent he is on the western nations he's threatened (namely the NATO countries). If we're not around to function, he's toast. Also, his country would be equally leveled - the good old doctrine of Mutually Assured Destruction.

Why he would use them - he's crazy. Certifiable. Nuts. Loony. Cukoo for Coco Puffs.

I don't think he's crazy, at all, really.

He's sociopathic and power-hungry, and also quite narcissistic, like any powerful politician. But he's cool and calculated and smart af, and also not interested in being dead, which would remove the idea of using nukes for most anybody that isn't a hothead.
