What restrictions are placed on a wide receiver’s blocking technique?

Clearly, he can’t grab the defender by the jersey and hold him or pull him to the ground.

However, can the wide receiver GO LOW on the defender with a body block to cut the defender down, i.e. a cut block?

At what point in the play can the wide receiver begin blocking on the defender, i.e. could the wide receiver just block his cover man at any time he wants to?

Georgia Tech under Paul Johnson was famous for cut blocking, but exactly WHO was doing the cut blocking in Johnson’s schemes, the wide receivers or the linemen?

I just need to clarity here, because it seems that Clemson’s wide receivers are ALWAYS blocking HIGH on the defenders, which defenders seem to be able to defeat quite easily. Why aren’t they being coached to perform some cut blocking?

We always “cut down” (pun intended) Johnson’s cut blocking, going after the knees being seen as a cheap shot, and I get that perspective. However, without trying to take a cheap shot, couldn’t the wide receiver get a “clean” body block low to really take the defender out of the play?
