how can it cause an incomplete pass? I have seen several replays where the receiver had control of the ball but pops out when he hits the ground and is therefore an incomplete pass.

Just the way the rule is.

Probably that way because it leaves the door open for tough judgment calls for the officials. Did he really have control? At what point was the ball secure?, etc.

The key is did he have posession prior to ground contact

If he did, then play over; If he didn't then incomplete.

and then dropped it he had possession and the ball was jarred lose when he hit the ground. Thought that should have been a catch.

any ball behind the los was a fumble, even if the QB threw it 99 yards for it to get there.
