My 2 cents worth would be an AD who is as much a salesman as administrator. We really need to sell President Barker, et al, that a really championship caliber football program will bring in more interest in the university, more applications, more donations from alumni and more positive publicity than any gimmick he can muster. In the negotiations concerning ND's partial admission to the conference, it was stated that Football represents 80% of the total sports revenue, and that is what drives the bus. All the other programs combined make up the other 20%, and I'd bet most of that is men's basketball. I would muster a guess that 80% of the interest in a school by prospective students and the applications to those schools which is a huge driver of an institutions rankings (the more applications for admission, the more selective we can be for entrance, etc.) are driven by a successful football program. The donations follow the success, as well. Like it or not, the bus is driven in a huge part by successful football programs. JMO, and I expect there will be dissenting opinions.
