If you are speaking of the compliance cost and general understanding of the tax code, the answer would have to be "excellent."

Your tax returns could be put on a postcard, but then HR Block, Turbotax, the tax attorneys, the tax courts, and the IRS would have to go find productive work.

If you are speaking of minimal intrusion by the government, causing inefficient behaviors of producers and consumers in the marketplace, the answer would be excellent.

If you are talking about "fairness", the answer would be excellent.

If you are talking about increasing the efficiency of the aggregate economy, thereby making us more productive, the answer is excellent.

My plan would be to make the 1st $20,000 of every individual's income tax free, no exemptions and no deductions, and no credits (earned or not earned), and tax everything above that at a flat rate. No exceptions.

Calculating business profits are totally different than an individual's income.

Now, your question applied to countries, and that makes comparisons difficult, if not impossible. There are many things that impact economic output, and therefore taxes and incomes within countries. For example, political stability, security of capital, economic freedom in the marketplace, government regulation, other forms of fees and taxation, tariffs, etc., etc. But one very important piece of the total is government intrusion into the private decision making of individuals through the income tax code, and that piece is fixable with a flat tax.

The only thing preventing a flat, fair, simple income tax is your duly elected representative. But if they did this, then they would lose control, and that can never happen.

If it was to say "Russia has a flat tax, so it sucks," then I'm not sure you need to be accusing CDef of excessive over-simplifying.

It is interesting to think about...the amount of money the country ties up in an effort to optimize it's tax position...or at the very least, comply with the tax code legally. Imagine if there was a flat tax as simple as CDef implied? How many millions of jobs would be adjusted from tax accounting to actual value-added accounting practices? How much money would the federal government save without the IRS, or with one severely reduced?

The question then would be, at what level would you begin to tax (assuming you would want a threshold of burden) and then at what level would you tax the remaining amount? Interesting to consider it and interesting to think about the implications.
