My top 5 most underachieving programs list.

This is over the past 15 years!
1. Michigan. *with the resources they have and recruits they get; very underwhelming results on the football field. 2. Tennessee. *good recruits. passionate fan base. are they cursed because of Fulmer treatment? 3. Southern California. * basically can attract the best players to their campus on an entire coast. Yet, have never played in a playoff game. 4. Penn State. *they have everything you need to be elite and contend; but routinely will lose inexplicably to Maryland, Rutgers or Indiana or someone they shouldn't lose to. 5. Oregon. Mr. Knight's Nike money and basically challenging USC for top recruit destination on the West coast. Yet, they come up short frequently. All those resources and money!
***Honorable Mention: Miami. *routinely enjoys a talent advantage against most conference opponents; but still struggle to get wins. Even against Duke or Wake who build their teams on primarily built up 3-star players.
Who did I miss? What does your list look like?

This is over the past 75 years!
1. SMU - a couple good seasons in the 80's, but that's it. 2. Penn - I don't think this needs any explanation. 3. Ga Tech - Only a few really good seasons, and those were hard to believe. 4. Army - Used to be dominant. Now, not so much. 5. Kansas - Don't look up their string of straight losses in the 70's and 80's. It will break your heart.

I told a buddy of mine how dominant Army use to be; and he didn't believe me. He ended up Googling it and "BAM"!
With the rule change on cut blocks; it's likely to get harder on academy schools. Depending on interpretation of that rule; I guess.

Other than those years between the start of WWII and Korea, Army hasn’t been much of a factor on the national stage.

They won a split NC in ‘90. Also, considering the 75-year window, they were one of “the teams” in the 50s/60s. Hard to believe their isn't a better team to put in here.

Snyder upset one alum so bad he melted down and had to be forcibly removed from the college Presidents office. I have no idea why. From where they we there was no downside to his hire

True!
Texas gets hyped up $$$$$ and propped up by Oil Money. And, over-hyped recruits because of where they play H.S. ball.
Nebraska - is still thinking Senator Tom Osborne is coming through those doors. And, it isn't happening. If football was still all "power football perhaps they and Wisconsin would the top of the pile"!
I didn't include FSU because they won it in 2013 and made a playoff appearance in 2014.
I do think, however, "they are greatly underachieving given the resources they have"!

I work with Nebraska alum. They are pretty beaten down. From “greatest teams of all time” arguments to “good luck against Northwestern”.

Wow! That is pretty bad!
That's why; I enjoy every win Clemson has. You never know when that lull will happen again. I was a kid watching the 1981 Championship team go through it's season and winning it. It took a long hard road before I saw another one. Something; many CFB fans of many programs "will never see once in their lifetime"! I have see 3 times.
Sorry, Nebraska fans! Perhaps this is for some of those 77-3 and 70-7 beat downs from back in the day they administered.

Over the last 15 years, I think Florida deserves consideration. They have underachieved since Urban departed.

Over the last 15 years, I think Florida deserves consideration. They have underachieved since Urban departed.
True! With the recruits they get; they basically just have to beat Georgia in the SEC east to have a chance at the playoffs annually. Dang, Gators! They fit the criteria for sure as far as underachieving. Doing "less with more"! Maybe Napier can turn them around.

Texas for being in a State full of recruits and having all the money in the World. South Carolina for being in a recruiting rich region and being just over .500 all time.
