When Tee Higgins was hurt in the 1st, what part of forcible contact to the head or neck on a defenseless player (regardless of intent) doesn't apply?

Also, around the 6:30 in the 2nd, Trevor ran for 7 or so off tackle left and gets hit helmet to helmet. 2 plays later is the targeting that was finally called.

(Tried to post a video I took on my phone just now on the ESPNU replay, too large a file...)

Higgins scenario should've been a facemask or hands to face

helmets don't just pop off in mid air.

Replay of it clearly showed the hand of OSU defender in an upward motion (like an uppercut almost) that knocked his helmet off. Didn't appear intentional, but still should've been a penalty.

Was re-watching and I think I saw 2 separate hits on Etienne in the 1st half that could be construed as targeting. Coach sent the bucknuts on a head-hunting expedition and failed to gather any trophies.
