I’ve seen 90-92 in American legion ball. Every small college conference has someone who can throw that hard. You don’t have to be a draft pick to hit a 90 mph fastball.

I saw Kevin Millwood throw 92mph in Junior High School(9th grade). Scouts were at most all his games with radar.
Sad thing was, they had another kid who was even faster, and quit ball going into HS.

We also watched some lollipop breaking balls tonight. That approach to always be on red will not work most of the time
