You ask if they reach out to past recruiters; Well ask yourself this; If you were a past recruiter, would you want to take back a kid who 2 years ago rejected your offer the first time because he thought some other school offered something better? Besides it easier, IMO, to enter the portal and let the recruiter do his job. If he wants you he will do the reaching out.
I’m not entering the portal until another school is a guarantee. Seems dumb to enter the portal and sit on your hands waiting on somebody to show interest. Probably against the rules to go about it this way but seeing no one enforces the rules why would it matter.
Maybe maybe not. Depends on the situation. If I offered 2 years ago, that means I did enough homework on the kid to want him play for me. So if I had a major need and he reached out then yes I would. It’s nothing personal, it’s business
People in general, and that age in particular, tend to have an overinflated sense of self worth when it comes to how important they are to the team/job/etc., which was supported for these guys when they went through the initial recruitment. I suspect many are genuinely shocked when they see the market has dried up a bit when they enter the portal, but it would be hard to convince them otherwise until they actually experience it the first time.
