Kicker's foot CANNOT be offsides by rule.

Here is the rule regarding offsides on the kickoff. After the referee's whistle, prior to a free kick, all kicking team players must be inbounds and behind the ball when it is kicked. The holder of the kick, if he is necessary, may be beyond the line. The kicker may be beyond the line, with his plant foot, but his kicking foot may not be beyond the line until the ball is actually kicked

On kickoff, if the non-kicking (plant foot) foot of the kicker steps across the line prior to him striking the ball, is this a penalty?

The kicker is an exception to the rule on being offside on a kickoff. He may have his plant foot ahead of the ball or free kick line.

Pro and NCAA rules refer to any other player being ahead of the kick as offside. High school federation rules refer to this as encroachment. These are live ball fouls in the NFL and NCAA, a dead ball foul in high school federation football.

On DVR replay, looks like either #30's helmet or the kickers

Kicking foot crossed the line. There is no video angle over top of the ref on the side line and the TV camera angles were all from the 45 yd line and the kick was on the 35. The ref was right there and he was not moving but looking dead down the line. So, kinda find it hard to believe he was wrong.

Kirk and the espn crew may be making something of nothing,

But, that's way the ball bounces...finally UNC is on the receiving end of it for a change. Remember,bet all those horrible calls favoring Dean Smith fellas? Well, suck it.

Also, the UNC tackle intercept was a missed call cause he didn't have control, so it's a draw.
