The answer is fairly simple. The AD needs to have a face-to-face with Mr. Christenbury to gain a better understanding of his interpretation of the code and what can be done to fix the problem. If the answer is "our hands are tied and we can't do anything about it", then the AD needs to use his influence to take down any roadblocks and provide him whatever help he needs. If he's unwilling to work toward a resolution, then the AD needs to go up the chain to do whatever it takes to get him replaces. That's it.
