The answer as I understand your question is no it’s not binding, to the extent that if Clemson was ranked 60th let’s say, that doesn’t guarantee Clemson is left out. But it’s also not smoke to the extent they don’t pay attention to it. Far from it, it is one of the tools used.

But the NCAA selection committee does use it as part of their selection criteria. It is not the only criteria they use but they do use it. Replaced rpi in 2018
