It's extremely bad form, unnecessary, and wholly ineffective to do this. I would consider participants bad people, and their actions narcissistic and unserious. And yes, it is an attempt to bully justices for the purpose of rendering more favorable opinions, but so long as they were doing it legally (e.g. staying on public property, and in accordance with any local ordinances) then local/federal law enforcement should not intervene, especially to the level at which you're hinting.

EDIT: I would go a step further and argue mens rea should have more of a role in prosecutions as well.

If this is really such a big deal to you then you might have a horrible future.
