Old enough to go to war, prison, sell your body for ####,take on loans etc etc but not wise enough to drink a beer or smoke a cig or pipe tobacco or chewing tobacco.

in Congress. A "proviso" attached to the bill said that if a state did not have a 21yo drinking age, they would get no funding. So all states changed their laws, and shazam, you get a nationwide "federal" 21yo drinking age. They recently did the same thing with tobacco with the first covid bill Trump signed. Same means used to get a nationwide 55mph speed limit. So SC changed our state laws to get the federal cheese each and every time. BAD practice.
It's really no different that putting a proviso in the budget denying state funding to any school who enacts a mask requirement. Laws should be passed based on a vote on the issue, not enacted through financial persuasion. Lord knows we have enough money to enact some BAD and stupid laws.
It doesn't matter if the federal government uses money to force a federal law that would otherwise not pass a normal vote, or a state passing a state law that would never survive a vote on its own. Same difference. Bad practice.
But the article is interesting because once the money is distributed, what's to stop a state from going back to the prior law they had? Maybe keep a running list of provisions in prior laws and attach that as an addendum to all new spending bills, reminding the state that if it reverts any law they changed previously for funding, they don't get whatever the current funding may be. It could end up being a VERY LONG list. If Governor Mack Master wants the billions in federal funds so he can do his highway spending/infrastructure speaking tour, he will have to keep a 21yo drinking age, a 21yo tobacco age, a 55mph speed limit, a seat belt law, etc.
Just found the proposition interesting. I promise this is not how our founding fathers envisioned federal spending and bills out of Congress.

this will be really popular among mothers and, well, people already over 21 that prefer not to see 18-year-olds drunk, and potentially behind the wheel. I imagine there is a good reason it was attached to that highway bill.
I mean the analogy "old enough to go to war", etc.. holds little water when this also involves the public safety of others. You would not want 10's of thousands of 18-year-olds running around with loaded automatic rifles on our soil, would you?

country" argument for 18 year olds to drink then the solution is obvious... Those 18 years of age and older who are in the military are exempt from the under 21 prohibitions on alcohol and tobacco purchases. It's easy to verify as every person in the military gets a Government issued military ID and all they would have to do is show their military ID to purchase alcohol and tobacco. If someone is under 21 and not in the military - the prohibition remains in place.
This 21 year age limit on alcohol and tobacco used to drive me nuts when I was stationed in Germany. I had a bunch of young Soldiers under 21 years of age that could not buy beer in the PX/Class 6 store or the Enlisted Club. Yet these same young soldiers could walk outside the kaserne gates onto the German economy and legally buy all the booze and tobacco they wanted.

EVERYTHING being one age or the other. None of this you're a legal adult at 18, but too young to buy beer. Or old enough to fight a war, but too young for a beer. Or old enough to be tried as an adult in court, but too young to buy a pack of smokes. It makes ZERO sense.
Make everyone a freaking child until they turn 21, or make everyone an adult at 18. But don't pick and choose what age someone is old enough to be an adult and then not old enough for something else.
This is the stupidity that comes from forcing laws with money that would otherwise not pass.

can count and never once did I see a fight or other unruly behavior at those huge events. My wife and I talked about these fests many times in that if these same events were held in the USA some jackwaggon or group of jackwaggons would ruin things by starting a fight or acting a fool.
I think part of it is how alcohol consumption is a natural part of the German culture (almost every village had their own brand of wine or beer) and it was no big deal to consume it even at a young age. In the USA, we often treat alcohol as a "forbidden fruit" to young folks and young folks then look at consuming alcohol in that light (i.e. an act of rebellion).

Koblenz, Germany has the best beer I have ever had I didn't realize there was such a difference in fresh beer compared to all I had had in the USA at the time.

I was illegal to drink up til my birthday in August and legal after that until the end of the year when then increased the age again
dumb
I had a fake ID to get around it but it is dumb for the feds to blackmail the states to change
