Coots not playing us this year.....

Supposedly the dirt peckers could not play us this year because SEC would not allow them to play non conference. I heard UGA A.D. on radio today saying he had tried every team in the country to get a replacement for Sat Candy game. He said Colorado and Colorado State both turned him down. Now is UGA not subject to same SEC rules as USuC?
