Reasons:

1. Total lack of integrity proven for second time.

2. He cheats but is bad at it. How can you have the other team's game plan and trail 10-12 going into the forth quarter?

May have been a coordinator/assistant trying to get an edge to look good in the bosses eyes. Petrino might not have known about it at all.

He didn't actually get in trouble with the NCAA at Arkansas. He's definitely sleazy, but they can't get him on any kind of second offense rule, if such a thing even exists.

On the other hand, NCAA punishments seem to be completely arbitrary so who knows...
