I've explained this on here before... Students show up to the game, but many of them with Upper Level tickets, sneak into the Lower Level. It's really easy to sneak in with the current pass-out rules. One person walks out with 4 tickets, licks their hand, and transfers their stamp to 3 other people, and they all walk back in.
There were so many people in the student section for the ND game that they turned people away at the portals, even if they had a ticket for that section. A friend of mine has season tickets in the section beside the student section and he wasn't allowed to return to his seat after leaving to use the restroom. He had to go 3 portals down, slip past the people at the portal, and then walk down the row back to his seats.
As we all know, those top deck corner seats suck. As long as the pass-out rules stay the way they are, students will continue to sneak into the lower level and leave those corners empty

They'll never designate enough tickets for every student. Mostly because a lot of students don't give a ratsass about football. I had a group for a class project that wanted to meet during a home game one time. Some people just don't care.

response to the student petition as well. But I seem to remember when I attended mid eighties, if you did not pay the activities fee, you did not get athletic tickets to any event including football. It wasn't a lot of money...70.00 or so but still. And I'm not claiming the athletic department received any of that money but it was still a fee to me if I wanted tickets.
