Depends on what kind of phone you have. iPhone has an app called ringtone maker that allows you to create ringtones using your music in iTunes. I created a ringtone using tiger band's tiger rag.

by going to the Tiger Band web site, getting a free digital copy of Sock-It-To'Em/OB March, and Tiger Rag, and then using free software off the internet to cut and edit.
I cut Tiger Rag down to a minute to "Short Rag" for my ring tone and cut out Sock-It-To'Em from the beginning of OB March for notifications.
When I was finished editing, I went to the Verizon website and texted the files to my dumb phone since it has no plug-in or e-mail capabilities.
Total cost: $0.
