It is talking about if you use your PalPal account for transactions supporting hate crimes, violence, etc.

It says absolutely nothing about social media.

It's really not that hard to imagine a situation where they decide to fine you because.. well, for example, let's say you have a podcast. Subscribers to your podcast use Paypal to pay you for their subscriptions. You say something on an episode of your podcast that Paypal considers intolerant, like for example that "trans women" shouldn't be allowed to participate in competitive women's sports. Paypal hears about that, fines you, and suspends your account.

Donating to anything that’s not approved by the Regime is considered a hate crime. Plus it just means they haven’t yet shutdown any financial institution associations with that political opposition group. They will fix that.

Having a bank process your web-based donations is not guaranteed by the first amendment. So they just suffocate the opposition with zero tolerance for dissent.

You also have to be a Seller for the $2500 penalty to possibly apply, as I understand it. It doesn't effect you buying things.

has been in their user agreement since 2013 at least. Here's an archived copy of it, Ctrl-F and search for 2,500 and you'll see it:

What actually changed is their list of prohibited activities. It used to say:

"You may not use the PayPal service for activities that.. relate to transactions involving.. items that promote hate, violence, racial intolerance, or the financial exploitation of a crime"

and now it says:

"You may not use the PayPal service for activities that.. relate to transactions involving.. the promotion of hate, violence, racial or other forms of intolerance that is discriminatory or the financial exploitation of a crime"

So now they can fine you not just for buying/selling items that are "racially intolerant", but simply for "promoting intolerance" with no clear definition of what that means.

What's new is the updated list of what they can fine you for.

Don't get me wrong, though. I'm not happy about it, and if it wouldn't hurt me more than it would hurt them I would've canceled my Paypal account already.

They've screwed over so many folks over the years with their "Hey, we're not a bank" schtick while trying, as much as possible, to put themselves in the position of acting as a bank, I've long since decided to use them only to transfer money and never store a dime with them.

With that said, I can see the issue folks see with this new addition to their TOS, but it doesn't much bother me because there are a myriad of other reasons to never let them have access to a penny of your money.
