because he had already earned a bacelor's degree at NCST, and he enrolled in graduate school at Wisconsin in a program that NCST did not offer.

a year unless you're program refuses to honor your scholarship or the NCAA doesn't allow you to play for the school you are transferring from due to a recruiting infraction committed by the first school. Also if you go from Div1 to Div1a or another school in a different division then it is allowed without consequence.

Russell Wilson was able to play immediately because he had graduated already and he transferred to a school that had a graduate degree offered that his old school didn't.
Kamara will have to sit a year no matter what because he will be transferring to another Div1A program. His release from Bama will allow it to only be 1 year rather than 2. And that release is what is contingent on him going to another conference.

you have a redshirt freshman decide to leave a program that the school (Alabama) could choose to release him and not sit out a year.
Alvin will now have to sit out another year and will be a RSFR two years removed from high school.
