Is for the refs to allow the play to continue on those sort of plays, but if they *think* it was a forward pass they call it that way at the conclusion of the play. That way borderline non-conclusive replays don't always default to the result of the play continuing.

Let the play end knowing the potential outcomes of a somewhat iffy/questionable play. Huddle and call it on the field. Send it to review with the current stipulation that the evidence has to be clear and convincing to change the outcome.
