There's not a hard line between the crooks, the government, the security services, and the oligarchs in Russia. It all kind of...blurs.
In particular I'd be really curious to see what the forensics on the malware end up looking like. A good many of the malware toolkits the Cozy Bear/Fancy Bear (SRB/GRU) hackers develop end up downstream on the Net, particularly the Russian Net, but it'd still be fascinating to see how recent those hooks were, and if it's actually some of the same guys, and if the DarkSide guys maybe were some of the same guys taking their talents private for profit.
The fascinating thing was the ransom. It was stupid small. Five million bucks. That was chump change given the amount of leverage they actually held, and they were shockingly apologetic, which suggests the DarkSide guys did not mean to cause themselves an International incident and cause a full-on fuel shortage and consumer panic across the East Coast that could have ended up leading to an armed incident between the US and Russia and allegations the Russians were "harboring" international criminals...which could have resulted in them getting outed and hunted down and squashed like roaches.
They definitely overplayed their hand on this one, for sure.
The real question is, are these actual criminals, or are they state supported ones? Still unclear, given the way they just acted, Regardless, the fact that they ducked out and let us off easy when this thing started to snowball suggests they're not exactly total renegades, and Moscow's got them on at least some kind of leash.
I think they're at least peripheral state actors, personally.

think a nation state would find concessions/reductions necessary... Putin probably adds that to his personal coffers in a day.
Though most concede it's hard to quantify accurately, he's estimated to be worth 100s of Billion$...$5M is chump change.
