It does say the receiver has to maintain control after he goes to the ground.

It is definitely not a catch or TD by the rule. I don't think it's a good rule, but the officials can only use the rules they are given.

in bounds, even for a split second, then you made the catch. (This would mean more fumbles, if a defender knocks the ball from you just after you catch it.)

I also wouldn't mind them going to just having one foot in bounds, like in college. Why not?...you are in bounds if your body touches down in bounds.

and then hear how he didn't complete the catch
