A blocked punt can only be advanced by the kicking team if the ball does not pass the line of scrimmage.

The kicking team can't advance any punted ball once it passes the line of scrimmage unless a change of possession takes place (happens when the catch is secured).

The return team can advance any punted ball whether it is blocked or not, meaning that the return team can advance a muffed punt by the kicking team can't. The exception is that the return team can't advance the ball after a muffed punt if fair catch was called.
