Only thing I can think out of that is trying to throw the game to make such a stupid move. When I saw Hall on the bench in that last defensive stand I stood up and screamed into the TV

The reason given by the coach after the game still doesn’t make sense to me. It would be like Dabo pulling Boulware on the ND 2 point conversion because he’s concerned he will get called for targeting.
