Section 12. Dribble Art. 1. A dribble is ball movement caused by a player in control who bats, pushes or taps the ball to the playing court once or several times

This defines carrying/palming:

Art. 4. The dribble ends when: a The dribbler catches or carries/palms the ball by allowing it to come to rest in one or both hands;

So, by rule, dribbling is batting, pushing, or tapping the ball to the court. If at any point the ball comes to rest in the players hand, the player has "palmed" or "carried" the ball, and the dribble has ended. Even the most casual observer can see that almost every player blatantly carries the ball contiuously, as the ball repeatedly comes to rest in their hand(s) as they continue to "dribble".

Now, if you don't like that rule, that's cool. But do you really want a game in which only the rules you like are enforced, and where officials are like, "yeah, we know it's the rule, and yes, we're going to ignore it, but we don't have the guts to say we are ignoring it, or why we are ignoring it", and next year they could choose to ignore 3-point shots or whatever. OR, you could have NCAA Officials and rules committee with some integrity to just say "Dribbling as we know it is an outdated concept and only hinders the entertaiment value of the sport by limiting the athletic freedom of the student athlete, so we are doing away with it as of the upcoming season". Or, they could just do their jobs, and enforce it as written.
