Fiction.
The committee determines the seeding. They are charged with not putting #1 seed at a geographic disadvantage.

Clear cut and simple and wrong. The #1 seed has no input. They don't know that they are the #1 seed until the pairings including locations come out. How would they determine where they were playing?

This taken directly from the College Football Playoff website in the Selection Committee Protocol section:
9. Pairings for Semifinals
A. The team ranked No. 1 by the selection committee will play team No. 4 in the semifinals. Team No. 2 will meet team No. 3.
B. When assigning teams to sites, the committee will place the top two seeds at the most advantageous sites, weighing criteria such as convenience of travel for its fans, home?crowd advantage or disadvantage and general familiarity with the host city and its stadium. Preference will go to the No. 1 seed.

I am guessing that you were trying to reply to someone else. Under "B" it states "the committee will place" which should be plain enough, but I have heard some people speculate that the #1 team gets input into the committee decision.
If a team commented publicly, the committee might take it into consideration, but facts are there is no way for them to have direct input. Teams are not given advanced notice. They find out who and where they are going to play basically the same time that we do. Therefore, there is no possible way for a team to decide where they are going to play.

FWIW, I'm replying to the thread in general.
The answer to the question at hand, the one in this thread's title, is Fiction. What I supplied from the CFP website spells that out.
Not sure why that info came across as a reply to any one person vs another, but I guess I hit the wrong reply button.

Dead wrong. Where does this idiotic idea come from each year? The COMMITTEE places the 4 finalists in the semifinals in their respective bowls. Sheesh!

Fact. Committee ranks teams 1-4. #1 team then decides where they want to play. This has happened a few times already. We could have played in the rose bowl a couple years ago, but Dabo chose otherwise. Alabama chose not to play in the cotton bowl last year as the number one seed because of proximity to Oklahoma. #1 seed decided where they want to play.

know the correct answer yet the replies seem to be split about 50/50. Half of y'all are very confidently wrong.
FWIW the CFP website implies that the committee chooses where each team plays while the CFP Wikipedia page says the #1 seed chooses their bowl.
