What is the logic of having Freshman on campus taking

English and Biology 101, but not having Juniors and Seniors on campus who are taking upper level classes with labs and such in their majors?
Seems like it would be way more important for Juniors and Seniors to be on campus.

They are looking to retain students.
They know that juniors and seniors are likely going to stay onboard and finish their degree.
Freshman and Sophomore are more likely to transfer. This is a budget concern looking to keep $ in the 3-4 year window.
Plus, I am willing to bet that Juniors and Seniors know how to handle themselves for online classes and their course load. Freshmen will not. Sophomores... maybe.

True, but Duke's undergrad is a lot more of the classical liberal arts majors - less "labs" majors compared to Clemson, more symposiums etc. Reading over their majors, I would only say that maybe 11 of their 53 majors would have a significant lab requirement and that is being generous. I could easily see 8 or less.
My undergrad was a History/Philosophy double major - with a dual (two independent) thesis requirement. What is a lab? (I kid but, I would have done less undergrad work with a lab-driven discipline - as my Masters was a lab-driven field.

Financially, the Jrs and Srs are committed.
Socially, the fresh and soph need more contact to get used to college.
Many Jrs and Srs live off campus anyway and are already transitioning to adult life.
It is all about student retention, though.

believe. Who is more mature as a group, Frosh and Sophs, or Jrs and Srs? Oh yeah, the younger kids are MUCH more likely to follow social distancing guidelines, etc. I still remember how orderly and subdued that first college weekend away from home was for me and my fellow freshmen.

Yeah, but seniors make up something like over 80% of deaths from COVID. It's important to keep them off campus.

College without labs. I had Four afternoon labs practically every semester I was a student. And, once had a five hour Saturday morning lab.

I had a lab MWF from 2:35pm to 6:45pm - basement Barre Hall. Additional time was Thurs PM /Friday mid-day. Wasn't bad in Sept, but killed your soul Oct-Dec as you went from noon to the dark of night. Actually most times it was longer than that since you had to produce specific items (or else). Many folks slept overnight in some cases, especially late in the semester. Once I went home at 1:45am and I was the *first* to be done. Some went home without being done but they had to come back and finish before 1pm.
The next year, I was the TA. Uggg. In the Spring, the lab was moved to 8am-noon. Ugg twice.
However, that became our unofficial tailgate spot - and since we had access to a large projector and AV stuff. Anyway, I remember the Temple game in 2006 working on a Thursday, glancing up at the start and we were down early and then the next time I looked up, we had like a 50 point lead.
