but if Police Departments were really interested in keeping drunks off the road and keeping streets completely safe, they would set up free, consequence free, breathalyzer tests outside of bars with Cab companies on standby instead of staking out next to red lights waiting for someone to mess up. If it keeps a drunk from driving 100 more feet until he is arrested, then it could save a life.
But that doesn't make departments any money.

police departments to make money. DUI arrests should be about saving lives, not a stupidity tax and a way to make lawyers money.

I rent, wouldn't know anything about non vehicle property taxes. I don't drink and drive nor had many negative interactions with police as a law abiding nerdy white dude. I'm just a man thats lost someone to a drunk driver and would rather them have been dissuaded exiting a bar than arrested after the crash.

Australia had a terrible problem with drunk drivers. They instituted a mandatory 1 year prison sentence for convicted first offenders. Guess what? No more problems with drunk drivers.

I have given a few people "consequence free" breathalizer tests over my years as a police officer. There are several reasons why it is not a good practice in general to do so.
1. The portable units are "field tests" and are not always accurate.
2. The operator of the unit has no way of knowing if the subject is "going up" or "going down."
3. Almost every person who has drunk more than 2 beers will fall within the "less safe" range of BAC.
4. If an officer in essence gives someone permission to drive, the officer assumes liability that the person is indeed safe to drive. The only truly safe BAC level to drive at is 0.00.

Would much rather get their $10,000 grand or so in fines it costs the person leaving the bar than prevent someone from actually driving drunk.
Its a business. They are all about revenue. Period.

because most of them have had to be on scenes and deal with teeth, hair and eyeballs because some drunk wrapped himself around a tree, light pole, Jennie's minivan, etc.

Well let's break down that $10k shall we. The statute for DUI 1st offense find is $1093.00. Bond typically is a personal recog so no money there. If your car was towed then around 125 to 200 there. The rest of it will be DMV restatement forms and legal fees tp hire a lawyer.
The fact of the matter is people know it's wrong to drink and drive, yet they still do. You want the police to hold their hand and tell them no. I'm guessing most of probably got in trouble for doing something stupid by our parents when we're younger. Well doing something stupid as an adult has repercussions.

to, "protect and serve"; and there's an opportunity as the OP suggested (not saying it would or wouldn't work, but for the sake of argument, say that there is A solution); why wouldn't they do everything they could to prevent it from happening in the first place? It's always about the $$$$$$!!!! Lakip certainly seems to have done something that he deserves to be punished for to whatever extent people smarter than myself will decide.
The money isn't in the cure. The real money is in the treatment. Obviously we see where the free will of Lakip and probably 10's of thousands of other college kids (especially a football player, even if he is a kicker) per year gets us.
