Clemson Baseball will be affected by ending ACM

I know my son used it and so did several other critical players over the last 4 years on the team.

Giving up this program, along with the private school endowments that already had us at a disadvantage, is a bad situation in which to put our baseball team.

Very disappointed in the university's decision here.

Clemson baseball needs players from Georgia and other surrounding states to compete at the level that we desire.

This change reduces our chances to get some of those out of state players.

I'm not certain I see the link here. The university apparently thinks the additional revenue from out of state tuition will re-appear to help fund need based scholarships. If the out of state student elects to not attend Clemson at all there will be zero revenue to be used for need based programs. Also, the article pointed out that only a few students used the ACM. That tells me there isn't much money to be re-allocated in the first place.

So my question is - why does one have to cancel out the other? What is stopping them from using the ACM AND finding money to fund need based scholarships?
