Probably not. But either way, he didn't plan any operations or actively look for people to kill or pass any intelligence about where people would be - all things that the US has done against other people we aren't at war with. All he did was sell them weapons. He didn't use the weapons.

researched the Griner case. I SUSPECT it was a political move (because I don't know what happens to the Average Joe caught with illegal drugs in a Russian airport).
I do know a couple of things though:
I wouldn't be dumb enough to be in Russia with illegal drugs - so my sympathy for her is limited.
I think the other detainees in Russia are LIKELY political as well. So I'm suspicious why the WH felt the need to trade her for the MoD and not the others.
