Can I stream the Ball St. game on ACC network?

I've been told that it's gonna be blacked out on ESPN3. I was told I could get it at ACC.com/live. Is this true?

No, it's not on ABC. It's on the ACC Network - on the stations that carry those games.
You can get all viewing options at this web site for any game, including the stations that carry the ACC Network game.

I think you can only get audio of football games. All other sports is live video. Check out the schedule and you will see a video symbol beside the events with live video and a speaker symbol for events with just audio.
