Yes, it's used in ESPiN's FPI ranking.

It's not pure data. Every factor has a subjective adjustment. It's always based on the results of last week's games and builds from one week to the next.

The starting place is of course the preseason polls which usually have little resemblance to the final polls of the preceding season.

RPI is the least subjective you're going to get. It's not a great measurement at this point due to the low sample count and the system does have it flaws but it is consistent. Note, the SOS is based on games played, not full schedule.
