This really was a momentous, beautiful time for those of us who grew up in the cold war. It really felt like good was triumphing over evil, and this beautifully sappy song captured the feeling nicely, yet here we are 32 years later:

Many elements to it

In part, the older generation - the power brokers and leaders in the country (Russia) - grew up under the USSR and that was all they knew. They appreciated the fear that the hammer and sickle instilled in people and the power it gave them. They wanted that back and started pursuing it almost immediately. It's the younger generation who embraced "the winds of change" and freedom, but they didn't/don't have the power to do anything about it. Maybe after Putin and older generations die off, but who knows.

Another part is weak foreign policy and leadership from the United States, primarily in the last 10 years or so, when Putin has really come in to his own as a totalitarian leader. We've become reactionary with world events rather than seeking to prevent them and take appropriate measures to do so, even if it means losing a potential friend.
