The B10 decide to consume both Iowa State and Kansas. Just for the sake of regional options. SEC take OU and Texas. Pac12 takes.... Boise State...and Utah State or Cal Davis. IDK. I see reaching to Texas or Kansas as being one too far. They could add to the bottom and be fine.
That leaves Baylor, TCU, Texas Tech, Kansas State, Oklahoma State and WVU homeless. We could look to grab one. We could go to 21/22 teams. But that is a odd mix. Somewhere we will have issues with distances.
Now lets think bigger than 16. Go to a 32 split four 8 team pods. Each pod champion basically has a playoff for the conference crown. Play 7 games in conference pods, 2 OOC options and then playoffs. Allow other teams to schedule games as wanted for non-playoff teams. We will still need to raid the AAC
So: West: Baylor, TCU, Texas Tech, Kansas State, Oklahoma State, Houston, SMU, Tulsa East: UVA, VT, UNC, Wake, NC State, Dook, Navy, ECU South: Miami, FSU, GT, Clemson, Memphis, USF, UCF, Tulane. North: BC, Cuse, Pitt, WVU, Cincy, UofL, Temple, ND
West always plays north in semi, East plays South.
Basically, it will allow the stronger teams some fodder still. And as much as I have missing out on playing the carolinas, something has got to give somewhere.

Yeah
The other option would be to go a bit smaller, three pods and still have a +1 wildcard. Ie the highest ranked non-pod winner. Thus we can even keep regional rivalries going as well.
So: Southwest: Baylor, TCU, Texas Tech, Kansas State, Oklahoma State, Kansas/Houston, IowaState/Memphis, (+1) Atlantic: UVA, UNC, Wake, NC State, Dook , FSU, GT, Clemson East: BC, Cuse, Pitt, WVU, UofL, ND, VT, Miami
Play 7 games in "divisions" that count to the rankings. Schedule 2 others as desired within the conference as "non-division, OOC games" that keep rivalries but don't count towards the standings - ie Miami/FSU or UVA and VT but it will not hurt their playoff chances, then + 2 true OOC games. That gets us to 11 games. Non-conference playoff schools can then schedule one more game with other non-playoff teams but the extra playoff semifinal game becomes the 12th game of the season. Keeps title contenders with good SofS
Thus, then you could have TCU winning the west, playing Clemson as the winner of the Atlantic, ND willing the East and playing the +1 of 10th ranked 11-1 Baylor. It avoids the 2014 issue with the B12 while also allowing the
Of Course, the other option is to absorb select members of the AAC as "division" and provide them with a path to the playoff. USF, UCF, Tulane, Temple, Navy, Cincy. But I like the +1 semifinal match as an option.

And people say we have a weak schedule now? Adding a weak conference game plus South Carolina plus two non power Five ( or whatever it will be) teams and we have a joke of a schedule. No more Georgia or Auburn games.

So, in that set up, the ACC teams are pretty much still in the ACC and it is still a pretty weak strength of schedule for all teams vs. the SEC. I could see the SEC getting 5 0r 6 teams in the playoff. Alabama, Ga., LSU, Fla., Texas, Oklahoma. Definitely 4.
