South Carolina was not the first one to use USC. The University of Southern California (the real USC) was founded in 1880 under the name University of Southern California.

South Carolina was founded in 1801 under the name South Carolina College, not University of South Carolina. The school was rechartered in 1906 under the name University of South Carolina.
