I know it's a rumor, but no one has yet to explain the following:
ND is under contract with NBC until 2015
ND would have to give up third tier rights if they join ACC (if Swoffie promises them this, what do you think FSU and CU would do)
PSU just signed a GOR with Big 10.
Both would be giving up SIGNIFICANTLY more money to joing ACC... (ND would make much more in Big 10 or 12)

easily be interwoven into ESPN's league coverage. Besides, ESPN would have the benefit of NBC providing coverage of some of its product when ACC teams would visit South Bend, further spreading the league's visibility.
What is Notre Dame doing with its 3rd tier rights now? The majority of its games are already aired either through the NBC deal or through its competition's own carriers. Its presence likely greatly enhances the possibility of an ACC Network sooner rather than later.
Regarding PSU and any team that signs a GOR for that matter, it's hard to believe that there would not be an exit clause with any such agreement.
On the revenue end, looking back the past 10 years, Notre Dame has not played one single regular season game against a Big XII team - they finally play OK this year. I just don't see where its fan base would want them to completely revamp their schedule to include schools that they have very little in common with for a few extra bucks. The Big Ten is primarily massive state supported schools that they would have to compete with year in and year out. When they do the math, it may make more sense for them to up the value of an ACC by participating and go that route.
One thing would definitely need to change though and that's the distribution of revenue structure we have now. It would surely have to alter somewhat to make the football powers less the subsidizing agents they are now and able to keep more of their resources to help support the higher costs of maintaining their programs.

bingo. and that may be what all of this is about. it will be an interesting summer. if clemson and FSU are successful in leveraging the ACC to give them a bigger piece of the pie (and not just clemson and FSU; every school should get more of what it brings in), then you have a chance to attract a school like ND. certainly, there's no hope of attracting such a school without a more equitable allocation of money.

distribution of bowl funds, etc., swofford will have to give every school the same deal he would hypothetically give to ND. in which case, clemson and FSU would be happy. the more i read about all of this, the more i consider the clearly designed press "leaks", the more it looks like a leverage play by clemson and FSU. we have to be willing to leave, and we may well be willing to do that, but i think we'd rather have a bigger piece of the ACC pie and stay where we are.

I know that pretty worn out but I think that is exactly what ND and Penn are thinking about the ACC now.
Even with PSU and ND the ACC would only be the second strongest draw on Saturday TV. The addition of ND to B1G could give them the #1 TV revenues though.
If you follow the money I think it becomes pretty clear where ND will end up.

I understand the fascination with Notre Dame.... and I think there is a chance it could happen. BUT, what is the deal with Penn State? I don't see ANY scenario where PSU would leave the most profitable conference in the country.??

essentially leveled out already so that contribution may have reached its apex. If you consider that PSU is a massive state supported school with significant revenues on its own right, the loss of a few million per year in the short term may not be all that damaging, especially considering that it's been a more recent phenomenon to begin with. And considering that both its recruiting and fan base are squarely within the ACC's footprint, the costs for both the school and its fans to attend games drops as well, further bridging the financial gap.
