It's usually called when a defender kicks a ball or delays the refs from getting and setting the ball. That was a strange one. If I were to guess that call is to say he somewhat faked what could have been thought was an injury. It's weak but I think that was their angle.

The dude made that up!!! There were several calls that left me scratching my head!!
The pass interference on Amari was pathetic!
The pass interference call in the 4th quarter was junk!!
The refs were not good!!

Actually, I think it was CW42 barking out a simulated snap call to force the Off Line to false start
