According to the Charlotte Observer:

"Each year, the Observer names its all-star basketball teams. The All-Observer team is made up of the top 15 players in the newspaper's 127-school coverage area in North and South Carolina. In addition, the newspaper names an All-Mecklenburg team (the top 15 in Mecklenburg County) and an All-Region team (the top 15 outside Mecklenburg County)".
