The total includes $58.5 million given to the Clemson University Foundation to support academics and $21 million to IPTAY.

If someone donates art to a 501(c)3 organization, they can only get a deduction if it's used as art and presented as an art exhibit. In other words, unless there was a gallery at ICAR, nobody would be able to donate art. I don't know if Clemson has anywhere that it could justify art donations as such, so it makes sense that they would start one somewhere like at ICAR. The same principle holds true for say, Bob Jones and their art gallery. Bottom line is, it may not have been cash going to the gallery at ICAR - somebody probably donated some valueable (and highly appreciated) art - the stipulation was that Clemson would use it to start an art gallery (or add it to an existing gallery) so that the donor could take a full deduction.
