The decision is made by each professional league, not by the NCAA or the colleges.

Textbook answer would be that football is a violent, injury prone sport and the difference in an 18 year old and 24 year old is very different and comes down to injury etc. that being said I agree with this to a certain extent but some of these guys are already built like NFL players. And shouldn't it be up to them? So my bias but I think it comes down to it's the big money sport and they've been able to argue well/lobby against it. My two cents which are worth more like no cents.

I really don't know the answer but it may have something to do with the developmental systems in place for the various sports. Neither basketball nor football has a minor league system comparable with baseball.
