Basketball rule question

Is there a rule that within the last minute you have to foul the guy with the ball? Throughout the game they can play "hack a shaq" but when it comes down to the end they have to chase around the person with the ball? Kind of stupid if you ask me.

you run the risk of having a flagrant foul called (technical and possession) if you don't go after the ball

I see your point. That brings me to my next question. Why is flagrant foul not called on the "hack a shaq" fouls? It would be the same foul just at different times in the game.
