I thought he explained this ranking well. He even says

that DW4 is the only QB he'd take in the 1st. He never claims his formula is correct...just that it has done a pretty good job of picking the better future NFL QB's. he's not dissing DW4...

He makes sure you know that mobile QB's are underrated in his formula. At least he isn't pretending to have all the answers.
