Its a safety rule pretty much. Mainly to make sure everything is fine with the player and the helmet. It also gives the staff time to make any repairs needed to keep it on.

Its also to encourage them to wear their helmets tighter and the proper way. College kids would wear them really loosely and they weren't as effective that way. The rule encourages them to wear them tightly to prevent them from coming off.
