well, it all comes down to the fact that ESPN gave the SEC a record TV contract a while back, lifting them well above other conferences in the college football "arms race". They got a head start before other leagues re-negotiated in that they have the highest paid coaches, best facilities, and largest recruiting budgets. And of course, some of it is promoting their investment.

ESPN for quite a while until that few year period where all contracts were cycling back up for renewal and renegotiation, which only dates back 4-5 years or so. The biggest problem the ACC had then, and still suffers from, is the larger amount of lower-tier programs that simply aren't as vested in football as others.
If you look at stadium capacity and attendance figures, we have somewhere in the vicinity of five programs (Wake, Duke, BC, Syr, and UVA) with smaller and less-vested football fan bases, while the remaining Power 5 conferences possess that total number combined (Iowa State, Vandy, Wash. St, Indiana, Northwestern). That's our biggest hindrance as a league in gaining traction in perception of football strength. Sure, Duke has been a good team the past few years, but their fan support is PATHETIC. This really makes the ACC somewhat unique among our Power 5 brethren, and it's hard to see this changing dramatically in the years to come.
