Is this being slow-played by the conference for some reason or is it already finalized? Is it a partnership with ESPN?

clear that the ACC is being patient and is in negotiations with ESPN. He went on to say that once ESPN agrees to make Swoffie Jr. a C-Suite executive that the league will then sign the agreements.

At the ACC meetings Swofford said negotiations are on going, and he is pleased with where they are headed.

It's not on the back burner. It will happen in 2016 or 2017.

Meanwhile we'll all be 3 years into paying for SEC Network. Apparently it is being added to everyone's basic sports tier and will increase cable bills by about $1.30 per month in the southeast. At 3 years until the ACC Network, that's about $46.80 we will have paid into the SEC.

Maybe Swoffie is hoping ND becomes a full member and he will then be able to negotiate the first Network contract with ND being included in football.

I mention this because the article linked gives a good reason for why Notre Dame's independence may not be all that smart and may not last all that much longer.
