What happens if Clemson Oversigns a Class?

Let's say that we are already at our limit for scholarships, and there are like 3 more outstanding recruits that want to commit to Clemson? What would happen if we actually signed them? What kind of penalty would Clemson face?

No penalty. You can't over sign so some players wouldn't get a scholie. But there are ways to get players to count toward other classes. Or walk ons with schloies always know its not permanent. Or if your a team like scar you can actually sign 35 players since 15 won't qualify anyway. You simply can't actually have a true oversign. Well oversign maybe not an over enroll.
