Well, maybe we should look at it like a compliment...
Maybe they are separating UGA from "Georgia" because Georgia is a state. I.e. - "What, does the whole state wanna take on Clemson?".
Or, maybe we're getting proper respect as in, "Of course it's a University without needing to be said. Georgia on the other hand, well...".
